No marine mechanical repair normally not reconnect the fuel line before sending a boat?

I brought my outboard in some minor maintenance. In return I went to have a day on the water. The engine will not start. The fuel line enters the engine, but not reconnected. I was told that this is a common practice here. No big deal - just some loss of time etc.

that doesn't make sense how are you supposed now that its not connected that work isn't there to make sure the boat is ready to go. he even give a good reason why they did it?
